Accessibility Statement
Counsel is committed to making its website and application accessible to all users, including people with disabilities. We aim to conform to the Web Content Accessibility Guidelines (WCAG) 2.1 Level AA, published by the World Wide Web Consortium (W3C).
1. Conformance Status
Counsel is currently undergoing a formal accessibility audit as part of our Phase 5 hardening process. We are working towards full WCAG 2.1 AA conformance. This statement will be updated with the audit results by June 2026.
Design decisions we have made to support accessibility include:
- Color contrast: text and interactive elements are designed to meet a minimum contrast ratio of 4.5:1 (AA) for normal text and 3:1 for large text and UI components.
- Focus indicators: all interactive elements display a visible focus ring for keyboard navigation.
- Responsive design: the interface adapts to any screen size and supports browser zoom up to 200% without loss of content or functionality.
- Semantic HTML: pages use correct heading hierarchy, landmark roles, and ARIA attributes where needed.
- No time limits: no content on the platform expires or times out in a way that would affect users who need more time.
- Motion: animations on the landing page respect the
prefers-reduced-motionmedia query. The application itself uses only subtle transitions that do not trigger vestibular disorders. - Language: the page language is declared in the HTML
langattribute and changes when the user switches between Catalan, Spanish, and English.
2. Known Limitations
We are aware of the following limitations and are actively working to address them:
- Agent streaming output: the real-time streaming of agent responses in the Boardroom uses a live region to announce updates to screen readers. In some screen reader and browser combinations, rapid updates may result in interruptions. We are testing improvements to the announcement frequency.
- Complex tables: some data tables in the Context and Decisions sections may not have full row/column header associations for screen readers. This will be addressed in the next patch.
- PDF documents: documents uploaded by users are displayed as text extracts, not as the original PDFs. The original PDF files are stored and downloadable but are not processed for accessibility.

3. Technical Specifications
Counsel relies on the following technologies for conformance. These technologies are supported by modern assistive technology:
- HTML5
- ARIA (Accessible Rich Internet Applications)
- CSS
- JavaScript (React / Next.js)
Counsel has been tested with the following browser and assistive technology combinations:
- VoiceOver (macOS) with Safari
- NVDA (Windows) with Firefox
- Keyboard-only navigation (Chrome and Firefox)
4. Assessment Approach
Counsel assesses accessibility using the following methods:
- Automated testing: axe-core is used to scan for common accessibility violations on all pages.
- Manual testing: keyboard navigation and screen reader testing on key user flows (onboarding, starting a consultation, reading agent responses, managing documents).
- Self-evaluation: the development team evaluates each new feature against WCAG 2.1 AA criteria before release.

Please describe the specific page or feature you were trying to use, the assistive technology you were using (if any), and the nature of the barrier you encountered. We will try to provide an accessible alternative while we work on a permanent fix.
6. Enforcement and Formal Complaints
If you are dissatisfied with our response to your accessibility feedback, you may contact the relevant supervisory authority in your country.
In Spain, the applicable regulation is Real Decreto 1112/2018(transposing EU Directive 2016/2102 on the accessibility of public sector bodies’ websites and mobile applications). While Counsel is a private company and is not directly bound by this Directive, we use it as our reference standard. Users in Spain may contact administracion.gob.es or the AEPD for data-related accessibility complaints.
For users in other EU member states, the European Accessibility Act (Directive 2019/882) applies to private digital service providers from June 2025. Counsel is committed to compliance. Enforcement is handled by your national competent authority.
7. Updates to This Statement
This accessibility statement will be updated following each accessibility audit cycle and when significant changes are made to the product. We commit to reviewing this statement at least annually.
